Hi,
Is it possible to block all outgoing calls except for internal calls and calls to few 0333 numbers on a specific phone using route patterns on CUCM?
The user would like to basically limit the staff to only be able to dial specific numbers on that phone.
Thanks

There is no document on how to do this, this requires good understanding of call routing and calling privileges
I suggest you read this:
https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/srnd/8x/uc8x/dialplan.html
You can use DNA to find out which pattern you're hitting to call outside, you need to have a good understanding of your dial plan to do any changes to achieve what you want.

Yes, CSS and partitions, basic call routing and calling privileges.

Thanks Jaime, is there any Cisco document to explain how to do it?

I have created few route patterns:
9.@ : block this pattern
and
9.033xxxxxxxx :route this pattern
and put them under same partition and assigned that partition to the extension but it still allows every call to outside.
