Call Route Pattern issues

I am trying to create a new Route Pattern for a 511 service here in GA. It works fine with 411, so I essentially just copied the pattern from 411 and changed the number to 511. Nothing different, and yet it says "Call cannot be completed as dialed". I test 411 and it works fine, no issues. I call 511 on my cell phone and it connects so I know we have the service. Any ideas? We are using CUCMC System version: 7.1.5.33900-10. What else information would you guys need to be able to help me figure this out a little more?

Please, check if the "ComplexPSTN" Partition is placed inside the "Evans_DeviceCSS"

Please, try to use the DNA tool and see if the call is being routed

 

Use the https://<CUCM-IP-ADDRESS>/dna and make an trace of the call.

 

Please, let me know the results.

Okay I checked that and it was not. Just got done moving that around and it calls the 511 service! Thanks!
