Hi,
The topology existing is : operator <---> Cisco Voice gateway with E1 card <---> CUCM
Ís there any possibility to redirect a call based on calling party number either on Voice gateway or cucm.
For more clarification, if a caller A and a caller B dial the same DID number for example 991221212, I want to redirect the caller A to the extension 2000 and the caller B to the extension 3000.

Match the call using the incoming dial-peer with the calling number and translate the called number.

The solution provided by @Nithin Eluvathingal is the preferred solution. However, if for some reason you are unable to implement the solution on the gateway there is a way to do it on CUCM. It's complicated and messy, but does work.

I agree with @Maren Mahoney that the CUCM solution is complicated and messy, but does work. Depending on the quantity of calling numbers for which you want to reroute traffic, the CUCM solution may be preferable since it could be very hard to maintain a high number of dial peers.
