Hi Mohamed,
If I understand your question right, you are asking what will happen if a PRI that connects a CUCM and a Nortel system is full or malfunctioning. In that case, CUCM will detect that it can't route calls our of that PRI and switch to the next option in the Route Group or to the next Route Group in the Route List.
For more information on configuring the CUCM to work with a Nortel PBX, please check the interoperability portal:
Hope it helps.
Cheers,
Jose

if we implement Route Group configuration on Cisco Call Manager and similar configuration on Nortel CS 1000M
What is the recommended integration between Cisco and Nortel SIP or QSIG?
to enalble transfering the outgiong calls from cisco PRI to Nortel PRI and vice versa

Both options are available and it really depends on the specific requirements/features you need to enable across both systems. QSIG integration usually gives you more features and enhanced interoperability but it does require additional equipment (a voice gateway equipped with a PRI module). SIP will allow you to do a direct IP connection although you might be restricted to only have the core features specified in the protocol, as every vendor might implement the enhanced features in a different way.
The link I posted contains information on the two integrations, please check it out for details.
Cheers,
Jose
