So I configured cisco cius in call manger:
- with ethernet mac
- cius sip profile
- no secure default
- assigned to userid
- assigned to mobility id
- assigned to line which is assigned to same user id
- in user setup assigned cius as controlled device
when cius connects to network over wifi it comes with error:
Telephony service is unavailable
when I access web ui interface for cius i can see that:
- it downloaded configuration and has DN assigned and all call mangers
- status messages say:

THIS IS PROBABLY THE KEY WHY IT IS NOT WORKING? 404

any ideas how to configure this crazy device?

It turns out this is some call manager issue and becasue the cius is not natively supported on 8.5.1 and device pack must be installed the ccm must be restarted, although the give does not call for it.
