P.A. system, like talk on one phone and all other phones broadcast my voice throughout the building via the speaker on the phone. To make announcements like a PA system in a store.

The phones are capable of it but cannot operate independently or peer-to-peer; they need a call control agent to orchestrate it. And at scale beyond a single voice VLAN, the network usually needs multicast routing although there are workarounds with unicast-to-multicast relay hardware.

Webex Calling is capable of paging groups up to 75 phones. Larger scale requires Singlewire Informacast (not an endorsement) if using Webex Calling. Informacast is one of the available solutions that can add paging capabilities to CUCM if you’re still on-premises.
