Hello,
I understand the concepts of CSS and Partitions that is until today. Let me try to paint a picture here, MGCP Gateway with CSS_HQ assigned. This CSS_HQ contains one partition PT_HQ. This partition is assigned to a DN that is assigned to a registerd phone in CUCM. When a call comes in from the PSTN and is destined for a number in the PT_HQ it fails. However if it calls a registred DN in the NONE partition it works. MGCP Gateway significant digits 4, I have verified that my CSS_HQ has the PT_HQ in it. When the call comes in the MGCP GW is simply looking at the last four digits, it should see these four digits as registed and being a member of the HQ_PT and route the call as the PT is a member of the CSS.
Can someone explain to me why this might be happening or what I'm missing? Thanks!

Have you reset the mgcp gw? Also are you using any translation patterns?

Your understanding of how this call flow should work is correct, so there is something going on here. Can you ensure there is no other patterns defined with the same extension on the system that may be creating an overlap, you can use route plan report, you can also use dialed number analyzer to verify the call flow.
Another thing to check is to ensure you do not have DB replication issues between your CUCMs if you have more than one,check that and let us know if that is good. Also, can you post a screen shot of your GW port config in CUCM, the DN, and the CSS? What is th trunk type the call arrives on, i.e. PRI, FXO?
