Hello,
I want to make this configuration
We have a comercial departament that will have an System Call Handler (9800) with a message
Dial 1 to leave message (Distribution List)
Dial 2 to talk to the operator
This is working
On the phones of the comercial department i put the call forward no answer to the extension of the system call handler, but the call go to personal voice mail and not to the greeeting of the System Call Handler
Its possible to the user have his on voice mail, and when the user dial to 9800 go to the System Call Handler?

That's expected, default behavior is to use the original called number to find the mailbox.
You would need to set call routing rules in CUC to do what you want, and keep the users mailbox working as it is.
