Hey there.
I have just extended my CUCM cluster with 3 other subscribers.
If my WAN line at the remote site is down, the publisher GUI is starting to be very slow ... I guess the pub is looking for his child but I wonder is this behavior is expected or documented.
I have checked in the SRND and found nothing regarding this...
Does someone know about it ?

I ran into this as well at one point. TAC had to root into the box and change a shell script to stop retrying to reconnect the nodes indefinitely. There's a defect for this but I can't find it in the toolkit at the moment. Call TAC on this one.

Symptom:
Database access connections slow to time out
Conditions:
"A Cisco DB" stopped or network/dns problems or misconfiguration
Workaround:
Correct the configuration/network issues and make sure "A Cisco DB" is running
Had to upgrade to 8.6.2a.SU3
