cucm & ip phones not enough bandwidth

we have cucm 11.5
we have ICT trunk to Hong Kong cucm
problem is sometimes our user get this error "not enough bandwidth" on their IP phone using VOIP to HK

our location is hub_none with unlimitted is selected ?

how can i know how many concurent call able to HK ?
what is the issues 
it is intermittent

For LBCAC to deny a call there would need to be a bandwidth limit imposed, either within the Location or amongst them. If both the calling and called devices are indeed in the same Location, then it would have to be an intra-Location bandwidth limit.
