CUCM & ISR 4000 Media Gateway - MGCP CCM Manager TFTP Download Loop

I have a CUCM 11.5 and a ISR 4351 as a media gateway router.  I'm using MGCP and got the gateway to register with the CUCM (even have some working T1 PRI trunks).

But for an unknown reason the gateway CONSTANTLY downloads the configuration from the CUCM which is causing the trunks to constantly go up/down.

I use the command "show ccm-manager" and I'll see the download number going up every 10 seconds or so and it applies it successfully each time.  I used "debug ccm-manager events" to verify that download/application of the configurations are constantly happening and it also shows the trunks going down then back up.

I'm not sure what to check.  Anyone ever run into this issue or have any ideas?

You may have a conflict in the gateway config with what CUCM thinks. Package assignments are one thing I have seen do this. My suggestion would be to do a "no mgcp" and "no ccm-manager config" to stop the MGCP process and stop config download. Then strip out any other MGCP related config. Once that is done, re-enable "ccm-manager config".
