Move a site from one cucm to another

What are the steps involved to move only one site to another cucm?

Create all the configuration for the site in the other CM, either manually or by export/import of configuration. However the latter is not always as straightforward as it would sound. You’d likely need to modify the csv files to be able to import them and you’ll need to do it in the proper order for prerequisite configuration elements to be in place for the various steps. Then you’d need to use the certificates export and import to merge the destination certificates into the source CM for the phone to be able to move. This is on the account that phones have an ITL file that has the information of the source CM and for the phone to transfer to the destination CM it has to be able to ask TVS if it can trusts the destination CM. If it’s just a few devices it might be easier to just wipe the security configuration from the phone so that it doesn’t have any ITL file.

So, you want to move phones to another CUCM? Or exactly what are you trying to do?

You can also set the "Prepare Cluster for Rollback to pre 8.0" enterprise parameter to True. You will need to to reset all phones and let them download a new config. That clears the ITL. Then you can move to the new cluster and the phones will download the new ITL. You did not mention if the new cluster is taking over the IP addresses of the old cluster or not. That also has an impact on how you migrate as well. Setting the 8.0 rollback flag does break extension mobility and some other things, but I am assuming you would be doing this during a down time window.
