If we change this setting in CUCM Service Parameter "Default Interregion Max Audio Bit Rate" to a different codec from default G729 to G711 do we need to restart the CUCM service for this to take effect?

You do not have to restart the CallManager service. First, if you look at the 'help' for that setting you will note that the help does not indicate that the service needs to be reset. (Which it would if that were the case.) Second, the reason it does not have to be reset is because that does not directly affect phones, but rather affects the 'thinking' process of CUCM as a call is placed.
However, you would need to reset all Regions in which this new default is referenced - which is all of them. Do this from the Region configuration page for each region, and not from the Device Pool or other location.

Maren, Thanks for the quick response. If we have to reset the Regions which is pretty much all devices for this customer. I guess restarting the CUCM service is better anyways which will force restart all devices here.

Over different versions of CUCM, I have seen a reset of the CallManager service - or of all device pools - implement a change to Regions. And I have seen other versions of CUCM where if you didn't do the reset at the Regions configuration page the change didn't 'take'. If you are using 12.5 or later, a reset of the CallManager service should do it. But test and see. If the change is not implemented, reset via the Regions page.

Firstly, this modification will only be applicable if you opt to use the ‘Use System Default’ setting in the region relationship. If no regions are set to ‘Use System Default’, altering this value will have no impact. Given that these configurations are related to the Region, it is more effective to restart the regions instead of the CUCM service.
