CUCM Presence Redundancy Group question

Hi Guys,

I'm have just complete installing IM&P Sub on our clients production environment, my question is why does the "Assugbed Users" are starting to assigned to IM&P Sub not the Pub?
Can anyone explain it to me please? I think it should be all assigned to imp01 right?

Check for the parameter "User Assignment Mode for Presence Server" Enterprise Parameter setting set to Balanced Mode

In the same link , check for User Redistribution.

After adding or removing nodes, you can redistribute users using the Rebalance Users parameter in system topology management GUI
