Try disabling the LRO option in the ESXi host configuration followed by ESXi host reboot. refer below doc for the same.

https://supportforums.cisco.com/document/95886/disable-lro-ucs-uc-application-deployments

http://docwiki.cisco.com/wiki/Disable_LRO

Also refer the below Bug: CSCur94973 and Contact Cisco TAC if disabling the LRO doesn't help.

Symptom:
Upgrade times out with the error:

Command "/opt/cisco/install/bin/pmNormalizeGeneric /etc/opt/cisco/install/component_install_cmd_list" has exceeded timed threshold of 3600 seconds

Conditions:
Migration from 6.1(5)/7.x/8.x/9.x/10.0(1)/10.5(1) to 10.5(2)

Workaround:
Disable the VM's ntp sync with the ESXi host using the workaround mentioned in the below link:http://kb.vmware.com/selfservice/microsites/search.do?language=en_US&cmd=displayKC&externalId=1189
Alternate workaround would be to configure ESXi server & CUCM publisher to point to same NTP server.

Further Problem Description:
Due to the symptoms, we see upgrade failures.

Simply disable the LRO settings followed by the ESXi reboot and that should be good enough to take care of this issue.
