Hi
I have CUCM 8.5 and Voice gateway (cisco 2911) with FXO port and it work
CUCM user have number 7XXX
I have 600 different outsite number (local GSM or PSTN and international) that all 7XXX user should be abble to call
I created number 4XXX number
Each 600 different outsite number (local GSM or PSTN and international) have their corespondant on the 4XXX number
CUCM user 7XXX know only number 4XXX
When user 7XXX dial number 4XXX, the call is forwaded to their corespondant (outside number) number between the 600 different outsite number through the voice gateway

When user 7001 - 7999 dial number 4026, the call is forwaded to 5678676789 through the voice gateway
When user 7001 - 7999 dial number 4808, the call is forwaded to +22009872536 through the voice gateway
When user 7001 - 7999 dial number 4222, the call is forwaded to +33987655678845 through the voice gateway
How can I plan and implement these dial plan for the 600 different outsite number
Should I create one dial plan for each number ?

So, you basically have whole bunch of system speed dials that translate 4 digit numbers to full PSTN number, great if people actually know and use these. In either case since you are already doing the translation on CUCM side then there is no reason for anything extra on GW. Simply translate the number via TP, match appropriate Route Pattern which points to RL --> RG --> GW and then match one of pre-defined dial-peers, i.e. Local, LD, International, etc.

Is it mean that I should create 600 translation pattern for the 600 different outsite number in the CUCM ?

If these system speed-dials are needed then, yes create 600 TPs. You can build them in Bulk with BAT export/import feature.
