I know this is a Cisco forum, but is it true that exchange 2007 is only supported on 64 bit HW?

For production, yes, it is required. Here is a good TechNet article - http://technet.microsoft.com/en-us/library/aa996719.aspx

32 bit versions can be used for development and testing.
