Can i extract voice mail messages from a Unity connection 8 server for a particular user account and save a local copy on any other local servers?
Voice mail traffic huge that message account reach maximum limit in 2-3 days and due to policy we can not delete old messages.

The Unity Connection Message Archiver tool is designed to help with just this (i.e. pulling messages for selected mailboxes) - you can find it on the CiscoUnityTools side here:

Hi Saurabh,
You can use the message relay option which stores a copy of the message on Unity connection and send another one to a configured SMTP address. Please check the following post

Hello Manish,
user dependency is not preferred by admin team so SMTP is not preferred one.
Thanks for ur support.
