I am unable to login Prime License Manager page, it was continuously loading, after that there is no response.
CUCM Version 11.5
Can you please advise, how to fix this.

Are you logging in with your personal end-user account or with the CUCM master application account? If you are trying to log in with your own account, does that account have Super User privileges?
Also (and this may seem a dumb question) are you logging in to the Publisher server's PLM? If not, try that. If so, what is the status of the PLM services on the Publisher and Subscribers?

There was a bug hitting on 10.5 versions. Not sure you are facing the same though. Any error messages
