i have Cisco Jabber I would like to create quota of local and international calls for all users  how i can do this

please elaborate what exactly you looking for. are you looking for restricting few jabber users from calling international calls and allowing others ? please correct if wrong

There's no native way to do any of that, for any kind of device in CUCM.

You'd forcefully need a 3rd party system to do that.
