ILS hub and spoke decision making

hello friends, we have 3 clusters US, india and UK, with US being the busiest of 3 and hosts other integrations like UCCX, Zoom recording, microcall CDR, Expressyways for MRA, b2b and separate expressways for webex edge

 

India and UK are pretty basic with 4000 and 2000 users.

I want to enable ILS, i would like to know how to make hub and spoke decision making , which cluster should be made hub and which one should be made spoke.

With that setup I would recommend you to setup all as hub. That is what Cisco nowadays would recommend for a solution that isn’t bigger than yours.

ILS Network Capacities
ILS Networking can scale up to 100 total clusters with at most 10 hubs and 10 spokes per hub. The design limits a maximum of 10 ILS clusters connections per hub cluster. A hub and spoke combination topology is used to avoid many TCP connections created within each cluster.
Note The specified number of hubs and spokes are only recommendations. Unified Communications Manager does not enforce to limit the numbers. However, to ensure optimum performance use this combination.
