Is Cisco IP communicator free to use, or require any license?

It does require license on the server and client. If you are on UC 9, enhanced license now includes it and of course higher licenses
With 8.X if you have CUWL STD or higher it is included otherwise you can do adjunct and sell the IPC SW separately. Obviously 9.0 is better from a cost perspective.

we are using CUCM 8.6.2 and DLU's, what is the part No. for the adjunct license, it is to be used as secondery, and only for 20 users max.

For release 8.x UCL licensing, the adjunct license ($85 List) is LIC-ADJ-USR-AUDVID. It is used to add a second device of any kind to the UCL Enhanced user.

Along with the adjunct license you also need the software license
L-IPCOMM86-SW and don’t forget UCSS-UPC
Hence moving to CUWL STD for those users or UC 9 is preferable
