You will not to be able buy UCL for CUCM 9.X after 29.dec.2015. Can I buy UCL for 10.x or 11.x and implement it on CUCM 9.x., After that date.

But in CCW, when you are trying to configure a BOM with UCL licenses for 9.X, it force you tu put a CUCM SW version.
What it will happen after 29-DEC-2015 when the custumer needs more licenses for more phones? Can we select CUCM-VER-10.X on the list and the license it will work on 9.X?

What you are talking about is Cisco Unified Communications Manager and Session Management Edition Software Version for 9.x. Look at the below EOS/EOL document

As far as UCL license for CUCM 9.x is concerned that too is going End of Sale but effective January 31, 2016 and only for User Connect Licensing (UCL) Add-On Licenses (Tiers B and C). Cisco Unified Communications Manager User Connect Licensing (UCL) Tier A Add-on Licenses continue to be available.
