What do you mean by “merge two active calls”?

For example : Phone A receive call from Phone B . and
Phone A receive another call from Phone C.
Is that possible Phone A can merge Phone B and Phone C on a one call ? that mean phone B communicate with Phone C.
Best reagrds

Yes you can join calls. Have a look at the outline for how to do this. https://www.cisco.com/c/dam/en/us/td/docs/voice_ip_comm/cuipph/all_models/admin_qrc/7_0/aa_card.pdf

Check the softkey layout assigned to the phone to see if it has the join softkey assigned.

if you have applied Standard User soft key template on the phone, press More option or if its three dot (...) press that and you should get the join option.
if you are using the custom, check if the custom has join option in connected.
