Hi All,
we have planned to migrate from CUCM 8.6 (MCS) to CUCM 11.0(1a) (UCS) Servers.
We will keep maintain the same IP address and Host during the upgrade.
As per the current plan , we will do upgrade in offline and on the day migration bring the CUCM 11.0(1) in prodution.
Has any prevetive precautionary steps to be need for ITL ? Kindly advice...

As per the bug id CSCtn50405 symptoms
"On a migration to UCS, or any new hardware where a backup and restore is
performed, phones will not accept configuration files and changes from the new
cluster without manually deleting the existing ITL from the phones."
It seems we need to enable "Rollback to Pre 8.0" before move from MCS 8.6 cluster to UCS 11.0 cluster.

With the upgrade procedure that you've mentioned certificates should not be change/lost.
But to be sure all from certificate perspective is good, you can run "show itl" on source and destination cluster and make sure certificates on the ITL lists are the same.

The bug actually says it affects 8.5, not 8.6, still you should look at the ITL file after the migration and try with a couple of phones before moving them all, to confirm if there are any issues, or not.
If you want to avoid problems all together, yes, use the prepare to rollback parameter.
