No more provisioning operations are allowed until the license complian

Hello,

Please I have an Error occurred. One or more record did not get deleted. The system has exceeded its time limit to resolve license non-compliance issues. No more provisioning operations are allowed until the license compliance issues are resolved.

Initiate a restart of the Publisher, which should grant you a one-day period to address any licensing issues.

If the restart doesn’t provide you with this one-day window, reach out to the Licensing TAC and ask for a demo license. After the licenses are in sync with your Smart account, perform a resync operation on the CUCM. This step will enable the CUCM to exit from Enforced mode. Lastly, delete the phone that is consuming the extra licenses.

I have the same issue.

Cisco Prime License Manager shows:

I can find the list of users consuming these Basic Licenses, but I don't know why they are consuming Basic and not Enhanced like everyone else is using...

Please advise how I can modify the Basic Users to Enhanced and I will restart the Publisher and make the change during the grace period of 1 day as described in the solution.

The basic license is consumed by 7821 or 7811 phones. If you don't have 7821 or 7811 phones, it might be the RDP profile consuming the basic license if the user has no device configured. RDP will not consume a license if the user has a phone configured. However, if you have RDP configured for users who have no phones, basic license usage will be reported. Verify this and remove the unwanted configurations to revert the licenses back to normal usage.

Thanks for the prompt reply @Nithin Eluvathingal.

Can you please confirm if RDP is just Remote Desktop Protocol or if it is some other Cisco Acronym I am not familiar with?

These are just users the same as everyone else... they login to their local PC only and use the handset on their desk...

If I do have CP-7821 devices, can they be configured to use license types other than Basic?


It's not Remote Desktop Protocol; I was referring to the Remote Destination Profile on CUCM.

If you have 7821 phones, they are the ones consuming the basic licenses. The system cannot make 7821 phones consume other licenses unless the user has more than one device. In that case, the user-based license, such as CUWL and Enhanced Plus, will be used instead of the device license. I don't see any free user-based licenses like CUWL and Enhanced available on your system. The CUWL licenses installed are being used and substituted to a lower tier. I believe removing devices that are not currently in use might free up some licenses if you have any such devices in the CUCM.

Thanks again for your help @Nithin Eluvathingal.

I was able to restart the Publisher overnight and assign all of the 7821 to a single user, resulting in Basic License usage = 0 and CUWL License usage +1

I have refreshed the license usage on Publisher and CPLM and everything is now happy again.

You can restart the CUCM from the OS Admin GUI, or you can use the CLI command "utils system restart."
