My time is off on all phones and greetings. I cannot seem to get the time server to restart. it has been stuck restarting for at least two days, after we suffered a power outage. Any suggestions would be wonderful.

Have you review the following doc
I would start by doing a NTP restart on pub
utils ntp restart
Then I would check I am not being blocked to those lost with a network capture.
utils network capture port 123
Then if that proved I was seeing correct traffic I would continue with.
utils diagnose module ntp_reachability
utils diagnose module ntp_clock_drift
utils diagnose module ntp_stratum

Another item to try is adding an internal NTP server that is a cisco product like a switch or anything that meets the ntp requirements.

I am trying to create an NTP server on the voice router, will that work?

I am 44 minutes off in time when I use the router as the gateway

Can you sync that router to a public source?
Can you post the results of a utils ntp status of the internal source?
Also can you please post the pcap? Want we want to see is lack of response from the public ntp pools. That proves it is a network issue, not a cucm issue.
