I am experiencing the similar issue described in this post.
We have two CUCM clusters, both system version: 14.0.1.13900-155
We use same SFTP server for backup, dedicated directory for each cluster. For example, directory CUCM-1 for store backup of CUCM cluster 1, directory CUCM-2 for cluster 2.
For CUCM cluster 1, we set up "Number of backups to store on Network Directory" to 3.
For CUCM cluster 2, we set up "Number of backups to store on Network Directory" to 2.
The odd thing is, it behaves normal on directory CUCM-2 to maintain two copies of backup, and push out the oldest one after the scheduled backup on third day. However, on directory CUCM-1, the backups are accumulating, until the disk runs out.
Does anyone aware of this issue, and have a fix solution?
Maybe I should try restart the DRS service on CUCM-1.
Also, to manually clean up the oldest files is not desired.

Restartng both of the DRS services would be my first thing to do. Especially as it has no impact on anything user facing, so you can do it whenever and how often as you want/need.
If that doesn't do it I would suggest that you simply start over with your DRS configuration on the CM where you see the issue by removing the schedule and even the backup device and then add them back again, pluse manually clearing out any old files that exists in the direcory so that you start fresh.
