Physical to Virtual - CUCM 7.1(3) to 11.0(1a)

Need some advice on migrating three, physical servers: CM Pub, Sub and Unity to high-availability BE6K servers. We will be building the new environment in tandem with the current (physical; 7.1) environment. What is the most practical approach to this migration? I initially planned to do a DRS backup/restore from current physical servers to a 7.1 VM then upgrading from there to 11.x, but am having some issues installing 7.1 CUCM on the BE6K platform. Would PCD be the best approach? My only concern with PCD is that is shuts down the current publisher after the migration.

Yes, PCD would be the best approach, and PCD won't shutdown the source servers unless you want to

Thanks. To be clear, is PCD built into Prime Collaboration Provisioning or are these two separate tools?

PCD is a complete separate app, you get it with the media kit for CUCM 10.x+
