Preventing voicemail hacking

So we have been the target of voicemail hackers. This has happened in the past and we disabled Unity calling outbound. Our hope was if we did this the hacking attempts would stop since even if they got in they wouldn't be able to make calls. Unfortunately, they haven't. Instead we just have tons of mailboxes getting locked and angry users calling us.

Is there any other options we can look at for stopping this? Could we disable getting into the VM system somehow if the main number is called? Maybe make it disconnect the call if it locks out a mailbox? Maybe disable * so that they couldn't transfer to other mailboxes as easily? We are just looking for some ideas since the calling numbers are always changing we can't attack from that side. Thanks.

Also, under user settings "Skip PIN When Calling From a Known Extension" should ideally be unchecked.
