Problem to upgrade CUE 1.0.1 to 2.1.2

I'm following the steps CUE 2.1 administrator guide and choose "clean installation with the boot helper" since the current is 1.0.1(prior 2.0.1) but I cannot get the install menu(page 60) after "boot helper" successful. just boot up as normal mode. what's my problem?

So you see the installer load similar to this one
