pstn gateway vxml etsi/tbct config partial rerouting

Hi everybody
I want to use the partial rerouting feature of the provider to save B channels if a call is transfered or forwarded from a CUCM User or directly on the gateway.
So the setup is: PSTN -->Voice Gateway -->incoming dial peer (translate to external PSTN Number -->outgoing dial peer to PSTN --> PSTN
As the call will be immediately routed otu to the PSTN again or through CFWDAll of CUCM the 2 B channels should be cleared and reconnected inside PSTN.
Therefore I used the vxml programming guide example and configuration guide for TBCT.
If i'm now calling in, the Caller is connected to the gateway, Music is played but I won't be forwarded to any destination.
Does anybody have an idea what i missed.

TBCT is not trivial matter, I've never heard of anyone having it working. You will need help from the top TAC team or very skilled consultant to get it working.
