We are planning to update our ESXi that hosts are Voice VMs. Our goal is to gracefully shut down CUCM Publisher and Subscriber 1, CUC publisher, and CCX publisher in order to failover to the DR side so we can update ESXi server on premise. Once we update ESXi we would then power on the on-premises voice VMs and shutdown the Voice VMs on the DR side to update DR ESXi server. In what order should the CUCM, CUC, and CCX clusters be gracefully shutdown and powered back on?
Call Manager System version: 11.5.1.21900-40
CUCM: Publisher, Subscriber 1, Subscriber 2(Disaster Recovery node)
CUC: Pub and a Sub(DR)
CCX : Pub and a Sub(DR)

It doesn’t really matter all that much what order you shut down servers. For starting them up I recommend that the publishers are started first.

I agree with Roger. It does not matter what order you shutdown the VMs in this case.
One quick note I wanted to add is since you are running CUCM version 11.5, don't upgrade your ESXi beyond version 6.7.

There is no specific order. you can shutdown as you wish.
