for remove DNS reliancy in CUCM, do this steps:
1- go to system, server, query all cucm servers, open them, change FQDN to IP Address for them..
2- go to system, enterprise parameter, in "Phone URL Parameters", you see something like this:
http://"FQDN of CUCM":8080/....
change all of "FQDN" part to your cucm IP Address, something like this:
http://"ip address of CUCM":8080/..
for example >> http://cucm-pub.cisco.com:8080/ . . >> http://192.168.1.100:8080/ . .
3- also in system, enterprise parameter, in "Secure Phone URL Parameters", do same configs of step 2,
change all of "FQDN" part to your cucm IP Address..
for example >> http://cucm-pub.cisco.com:8443/ . . >> http://192.168.1.100:8443/ . .
4- hit "Save" button >> then hit "Apply" button..

You must set up the IP phones and CUCM to use IP addresses rather than hostnames in order to ensure that CUCM no longer relies on DNS. This entails changing the IP addresses listed in the CUCM server and device configurations. Make sure that any associated services and endpoints, including firmware loads on phones and other integrations, likewise make reference to IP addresses. It's also critical to confirm that the network is set up correctly to support IP-based communication and that no DNS adjustments are needed for failover procedures.
