I am trying to find some documentation instructing how to setup a switch board with Unity 7.0. This is driving me up the wall!

The common definition for a switchboard is "The attendant position of a PBX. Most of them don't actually ahve "boards" (they were big), they have consoles (they're much smaller and they fit on desks). Switchboards are desks." (Newton's Telecom Dictionary)
In otherwords when you say switchboard we all think Cisco Unified Attendant Consoles or perhaps an IP Phone with a sidecar or two. Unity on the other hand provides Call Handlers (aka auto attendants or phone trees). Two different functional items.
So, did you mean switchboard or is there something about Call Handlers that has you confused? If the later help us understand where you're getting stuck.

my appologies auto attendant.
i have the main number (say 6541) now the office want a menu when this number is dialed to say
"hello press 1 to speak to X or 2 to speak with reception" - with reception being 6541
i want external calls to divert to this menu without ringing and internal calls to ring 6541.
for note we have unity 7.0(2) and call manager 7.1.5

Look into Call Handlers in Unity, you can accomplish what you need via those.

Thanks for your reply, i have looked into call handlers but with little sucess.
At present i have managed to get the message to play but on both internal and external numbers, and when i specify a subscriber to forward to it goes to their greeting/mailbox and doesnt ring. also when i ask it to 'press 2 to call reception' which is on the same line it restarts the greeting

As per my understanding
a) External Calls directly hit the Call handler without ringing 6541
b) Internal calls should ring x6541
- Create another 6541 in a new partition external_direct_VM. No need to add this in the phone
- In this x6541, check forward all to VM option.
- In gateway CSS, add this partition external_direct_VM with higher priority than the original partition if x6541.

Could you please explain the issue a bit more clearly? If possible, can u share the pic of ur Call handler input key configuration?
I guess you want the transferred extension to ring, and configuration should be as follows
