I have an IM and Presence server that I cannot manage backups on. version 9.1.1.41900-1
utils disaster_reovery device list gives the following error.
Unable to connect to Master Agent host: Presence, Port: 4040. This may be due to Master or Local Agent being down.
I have restarted the services and server without any success.

Are all your certificates still valid?
Or are some of them expired?

a few were expired. I regenerated them and then restarted both DRF services. Resulting in the same error.

Do you happen to have firewall between some of the cluster nodes?
If so, it is because port 4040 is probably blocked in the Firewall between one of the subscriber / IM&P nodes to the main Master Agent service that's on the CUCM Publisher.
You can see it in the port usage guide for CUCM:
BTW, I had the same issue once. The port was blocked.
