We have exchange 5.5 and unity 4.03. Most exchange users show up to import into unity with the bulk import tool, and the regular subscriber import. Some users do not even though their accounts are setup exactly the same as the others,as far as i can tell. Has anyone had this issue and found a solution?

Lots of posts out here along these lines.
The most common issue is those users were formerly subscribers on another Unity server (perpahs one that has been removed along the line) - if so they're stamped as a Unity subscriber and wont be allowed for import. If that's the case you need to open Exchange in raw mode and delete custom attributes 12 and 14 at which point they should show up for import again.
They may also not have the Rich Text Edit flag turned on (this flag is overloaded for MAPI access among other things) - if that flag is not turned on for those users they wont show up for import since Unity needs this access to get at their mailbox.

this is a new unity server so option 12 and 14 are probably not it. how to i check if the rich text edit flag is turned on?

Open Exchange admin in raw mode (use "-r" command line option") and then look at the raw properties for a user. Look for the raw property "Allow Rich Text" and make sure it's set to 1. If it's not, set it to 1 and try again.
Also, I'm assuming these users that you can't import are in the same container in 5.5 that other users are that you can import?

I found those properties but i am not sure what to change? There are a few choices when open the property-

I'm not sure what you mean by "those proeprties" here - you mean the Allow Rich Text property? That value should be just a 0 or a 1 - we want it set to "1" here.

They seem to have custom att 12 and 14. are there any other problems associated with deleting them?

If you clear out the values for Custom Attribute 12 and 14 you should be able to import the user.
Note: In Exchange if you create a new users by Duplicating an existing user you will also copy the custom attribute 12 and 14 which means you will need clear out the customer attributes to import the user into Unity.
