The new system transfer feature is one that we have been looking forward to, and will likely make great use of it.
That said, we'd love it more if we had the option to make it the default behaviour for our opening greeting, with the transfer logic as such:
1. First digit matches an input key and no extra digits, jump to that function.
2. Multiple digits entered and match an extension, then use that subscribers transfer settings.
3. No subscriber match, check the system transfer rules and permit or reject the call.
We have 1 and 2 today, and would need to modify the opening greetings on serveral servers to get 3. I'd open a PERS, but they seem to die on the vine rather quietly.

That type of logic is somewhat complex and it'd be a little difficult to lock down for sites that didn't want to use it (i.e. yet more system wide configuration settings everyone loves so much). That said, if you don't put a PERs in for it I can almost promise you this wont be done.
I've personally delivered about 14 or 15 features in the last year and a half that came through PERs - Just because everything you wish for doesn't get done the way you want and/or when you want doesn't mean these are ignored. People who go through PERs for their feature requests definitely get more attention from my group than folks that don't. Just soz ya know.

On the feature it self, I was thinking a check box option in the Call Handler along these lines:
Use System Transfer Rules
Maybe with a pop-up warning about the security implications.
As to the PERs comment, it wasn't so much about our needs not being met, as it was a lack of feedback about whether it was considered/accepted/rejected.
Your response about the complexity of this issue, thus being unlikely, is more that we typically get back. I have no issues with a "No" answer, we'll just find a work around.
My last comment would be that of all the Cisco products we have deployed, Unity is by far the most trouble free and successful. It is also the one that our users seem to appreciate the most.
