Replication needs to be fixed before you start troubleshooting MWI as the issue might very well clear once you fix replication, please check the steps here

http://www.cisco.com/c/en/us/support/docs/unified-communications/unity-connection/116942-technote-uc-00.html

If the MWI issue persists after fixing replication then troubleshoot it as per the following

Its hard to say without seeing your setup but you need to resolve the DBReplication issues as a priority, you can't be having these with a production setup.

Within Unity, navigate to Telephony Integrations > Port and look at your VM Ports.

Do you have ports enabled for Message Notification?

If so, on CUCM, do you see those ports registered?

Within CUCM, navigate to Advanced Features > Voicemail > Message Waiting and ensure you have both MWI on and off configured for the CSS and Partition that the phones are part of.

Thanks

1-i have all port enabled for MWI "Send MWI Requests" checked

2-ports "23" are registered on the cucm

3-some phones have the same MWI partition but different CSS , would that have any effect?

4-there is more ports on the CUCM that are configured and unregistered than the ports configured on the unity connection , does that have any effect?

Few points to check:

>> Make sure that the MWI numbers defined on CUC are same as to what you have defined on CUCM.

Telephony integration >>>> Port Group >>>> MWI on & off extension

Note: In case of SIP integration MWI numbers are not created as CUC uses Notify message.

>> If SCCP integration is there, then make sure the voice mail ports should have the CSS which has the partition of the phones ( CSS can be different but should contain the partition of target phones ). A simple test would be to set the partition of one of the phones as "None" and try leaving a message on it and see if MWI works.

>> Dial the MWI on extension then dial MWI off extension, if the phone led become red after dialling MWI on, then the disappear after dial MWI off that means MWI on & off configured properly on you cucm.

>> Make sure that the MWI on and off numbers are unique and should verify it by checking in from route plan report on CUCM.

>> Try doing a resync of MWI from telephony Integration > Phone system

It sounds like it should work, as long as you have some VM ports which are MWI enabled and registered on CUCM but without seeing the setup its hard to tell.

You need to get the DBreplicaiton issue sorted asap.
