im getting an alarm for this service is down
Service operational status is DOWN.
Cisco Prime LM DB.
should i be worried about this? what is this for exactly? and how do i fix it?

So if you are not facing any issue then the BUG given by ROb, would apply. Else it could also be the case where service is really down. In that case we would need service logs to troubleshoot further.

what sort of issue i should be having if there is actually an issue , because the customer maybe unaware of it?

Hi,
So primary job of PLM his to provided licences if and when requested. You add different products CUCM\Unity CER to PLM as Product Instances. You can login to Product Instances and see all the showing "Synchronization Successful" for Status.
