I am using unity connection 7.x and would like to create a role in which a group of helpdesk users can do std end users configuration changes. Roles in unity connection are view only. How can a new role with customized option be created?

At this time there is no way to setup a new "customised" Role with Unity

It sounds like the "User Administrator" Role might suit your needs here;
This role allows an administrator to manage user accounts, access all user administration functions, run user-related reports, and use user administration tools.

Like Rob said (+5 to him for his quickness), you cannot do custom roles in CUC. However, if you want to allow Help Desk users to do standard end user changes (typical MACD, move/add/change/delete) then assigning the following roles in tandem typically suits my customers needs:
Help Desk - Resets user passwords and unlocks user accounts, views user settings
User Administrator - Administers users - access to all user administration functions, user reports, and user administration tools.
The permissions are cumulative so this covers most bases. If they need to access Call Handlers to make caller input changes and such then just add:
Audio Text Administrator - Administers call handlers, directory handlers and interview handlers
IMO - this should get you squared away unless I'm missing some truly custom requirement.
