I am upgrading CUCM 8.5 on MCS servers to CUCM 10.0 on UCS server. Also, the subscriber will be moved to a new location with new IP address. The cluster has Publisher and one subscriber. My plan is as follows.
Backup the existing cluster.
Build new CUCM 8.5 publisher on UCS.
Restore backup.
Remove subscriber configurations from the cluster.
Install COP file on publisher
Upgrade publisher to 9.1
Upgrade publisher to 10.0
Add a new subscriber with new IP address.
Please suggest if i am missing anything in the process.
Also please suggest on deleting the subscriber configuration. How can i make sure all configuration related to current subscriber are removed?
Thanks

Yes, that's pretty much it, simply make sure to read the RNs and upgrade guides for every upgrade to make sure you meet the pre-reqs before the upgrade, and all the post-upgrade changes are done.

hi Jaime,
Thanks for your suggestion.
i tried installing the COP file on new server, but i am facing an issue with it. It gives an error that "Upgrades are prohibited during licencing grace period". do i need to use a temp license?
I get this error after restoring the backup from the old server.

You should contact TAC to get this fixed, it is related to the licexpiry.txt file and there is a bug associated with this error.
