Hi Rob ,
We are also facing this issue "invalid entry " and yes these are the IP Phones trying to access the voicemail for the first time.

Can you try resetting the user pin by doing below for the problematic user and see if that helps:
Go to Unity Connection >> Users >> Find the user >> Edit >> Change Password
