WEBex failing to go Full screen

while not sharing the screen in a webex meeting and trying to make it full screen it enlarged, but still fell significantly short of a full screen.

I had the same issue.  If using dual monitors the monitor where the webex is being viewed must be the main screen.  If your main screen is a laptop and you move the webex window to the the secondary screen and go full screen the issue will occur.  Close Webex, change your monitor to main screen, and then re-open webex.  The problem should be fixed.
