Which option from PCD

I already have an IPT system on UCS servers. Current version is 8.6 and I'm planning to go to 10.X using PCD. Will it be an upgrade or migration from PCD?  Also, is there a reason I'm getting a timeout error in PCD for the CUCM publisher even though I've tragetted that server and can find all the other CUCM and IMP servers?
