You need to order the 12.5 media kit via MCE in order to get the media for PCD.

I put an order on MCE but I can only download CUCM 12.5 & IMP 12.5, the PCD ISO is not included.

Could you please advise what still needs to be done.

This was a 12.x order, all I could lay my hands on quickly.  You should see PCD as one of the components for UCM ..

The link you shared has only COP files, and for version 12.6, only the upgrade ISO image is available online and it is not bootable.

If this is a new install, you should have an order of some sort providing your CUCM 12.x software in the first place.  From that order you will be able to download the bootable PCD file.  If you got 12.x as an in-contract upgrade, the order notifications should have come to you.  If it was a paid for upgrade then maybe the order notifications went only to the Partner, in which case you can ask him to send you an "Order Based Access" email to let you download from the order.
