Can I download the licensing file of any device regsitered with CUCM?How many licenses are required by third party phones in cucm 8.1

No, the license is tied to the server, you can have it rehosted to another server.
As to second question it depends if you are defining it as basic or advanced sip device.

I have found that third party SIP basic device consumes 3 licenses each.

Could you clarify the meaning of pending licenses in case of third party SIP basic device.I want to know where do teh pending licenses point?Is pending licenses the same as remaining licenses?

From my understanding pending licenses would apply to imported phones with mac addresses that have not been TAPSed, this may help:
