I recently received and configured one of these servers. During my initial boot up and build process, I went into the CIMC configuration and set the IP info. Later on after I had the OS built, I plugged a cable into the CIMC port on the back of the server. I was unable to reach it, or ping the IP. After some troubleshooting, on a whim I moved the cable from the CIMC port(one on the far left on its own with an M) and plugged it into NIC 1. At this point I was able to connect to the IP and get to the CIMC console. For the record, NIC 2 is the one I had to use for my OS to connect to the network.
Did I do something wrong in configuring this, or is this a manufacturer issue I should call in?

Did you configure your CIMC to use the "Shared LOM" option or the "dedicated" option? That will let uss answer your question.
