When we shutdown a ESX host in vCenter the UCSM just reboots the server. The desired power state is "up" but where do you configure that setting so the server stays down after a shutdown?
vSphere DPM is NOT enabled.
I have looked all of UCSM for any setting that would be causing this and no luck.

The "Desired Power State" should have no impact on your server rebooting it when you opt to shut it down. This only affects a server being powered on/off following an association or re-ack.
How exactly are you shutting down the hosts? vCenter, command line (if so, what command)?

Found the solution. It was a BIOS version mismatch.

What do you mean a BIOS version mis-match? The BIOS does necessarily have to be the same version of your UCSM. I would suspect a BIOS setting however which would have caused this. Resetting the CMOS settings via UCSM should have rendered the same result.
