My assumption is, that this regex is matched against the Ucs Domain's "systemname", e.g. Ucs Domain with name "Ucs01Location03GeneralPurpose" with a given IP address could be matched with regex ".*Location03.*", but this does not work (the IP address qualifier works fine).
